This FRAGO provides specific guidance and information to the Chief, National Guard Bureau, the 54 Joint Force Headquarters, and other Army and Department of Defense (DoD) supporting organizations impacted by the fielding of IPPS-A Increment II, Release 2. FRAGO 1 to HQDA EXORD 009-16 IPPS-A Increment II (Jun 2017). This EXORD outlines how the Department of the Army intends to integrate personnel and pay functions to realize the capabilities of a comprehensive Total Force Talent Management System that provides permeability and transparency while meeting auditability requirements, optimizing the talents of our Soldiers, and improving readiness.
